Elbert was born on May 9th, 1905.  Elbert's father is Stiles David Williams and his mother is Nora Ellen Belt.  His paternal grandfather is Joseph Lucean Williams and his paternal grandmother was Sarah (Sally) Elizabeth Stiles.  He had two brothers and three sisters, named David, Banus, Willie, Mildred and Elsie.  He was the oldest of the six children.  He died at the age of 19 on September 3rd, 1924.
