Charles was born on August 14th, 1959.  Charles' father is Murrel Thomas Carter and his mother is Elizabeth Sue Shipley.  His maternal grandfather was Justus Shipley and his maternal grandmother is LaVerne May.  He has three sisters named Kimberly, Connie and Cristi.  He is the third oldest of the four children.
