Cecil was born on May 8th, 1903.  Cecil's father is Jessie Owen and his mother is Minnie May Stiles.  His maternal grandparents are William Henry Stiles and Lora J. Higgins.  He had three brothers named Vincil, Leroy and Jesse.  He is the oldest of the four children.
